Reservation-Fair or Unfair??
Before starting, let us first know what reservation really means........ 'Reservation in India is a system of affirmative action that provides representation for historically and currently disadvantaged groups in Indian society in education, employment and politics.'
In simple words reservation provides a separate quota to backward class mainly SC,ST and OBC in different categories.... The reservation system aims to uplift the lower sections of society which, through the ages, have been exploited and deprived of rights. By providing these minorities reservations in government jobs and colleges, they are supposed to become a part of mainstream society and, as a result, it is expected that people will start accepting them. The concept of reservation is amazing and it is successfully fulfilling t's cause.....But recent events have raised a big question on the existing reservation system in India. Have the current parameters of reservation become outdated?
For me the answers is an absolute yes....
But first let's take a look at how it was originally started....
The reservation system in India dates back to 2nd century B.C. where the upper class enjoyed certain added privileges.
A caste-based reservation system was originally thought of by William Hunter and Jyotirao Phule in 1882. A form of it was implemented by Chhatrapati Shahuji in 1901. However, the reservation system that exists today, in its true sense, was introduced in 1933 when British Prime-Minister Ramsay Macdonald presented the ‘Communal Award’.
This system was opposed by Mahatma Gandhi But many minorities and leaders like B.R. Ambedkar supported it. After long negotiations, Gandhi and Ambedkar signed the ‘Poona Pact’, where it was decided that there would be a single Hindu electorate with certain reservations in it. Electorates for other communities like Muslims and Sikhs remained separate. After India’s Independence, there were some major changes in favour of the STs, SCs and OBCs. One of the most important occurred in 1979 when the Mandal Commission was established to assess the situation of the socially and educationally backward classes. But it wasn’t until the 1990s that the recommendations of the Mandal Commission were implemented in government jobs.
Now let us talk about Current Reservation System And Why It Needs To Be Amended...
The reservation system that we see today provides roughly 15% of the seats for Scheduled Castes (SCs), 8% for Scheduled Tribes (STs) and 27% for Other Backward Classes (OBCs). This leaves just about 50% of seats for the ‘general’ category which can also be occupied by the minorities. Due to the relatively small number of seats for minorities, the cut-off percentages for their seats are lower than the general category. Now let us think about this..... For a student who belongs to general category for him, his chances of being selected becomes 50% of the original....Even with that 50% you aren't sure because the reserved category students are applicable even in those 50% .....which don't you think is unfair to him...
In the 21st century, it is quite debatable if the caste of a person even forms a reasonable basis for reservation in government jobs and colleges. Many people of lower castes have stepped up the social ladder and are now on an equal footing with the ‘general’ population. On the other hand, many upper castes are still suffering from poverty and illiteracy. Even today, the lower class is exploited in temples, in many private jobs we agree.... But the country needs a better basis of reservation which includes the poor and the backward groups and excludes the rich and the dominating sections among 'ALL CASTES'.
Due to reservations people are judged on the basis of their cast and not their talent......Which is unjust for truly talented people..... even for whome who belong to lower cast.... People should be judged for their talents and not for their religion or cast.....
The present system undoubtedly supports the lower cast people very effective but it does not give chance to poor uppar cast people which is wrong..... The present reservation system can, in fact, is harming the economic structure of the country as it could bring down the efficiency of its labour.
In India, caste based reservation can develop into communal riots For example The Jat agitation in Haryana. Other affluent sections in other states are also demanding reservations. This can last for decades. One community after another demanding reservations due to the success of other cast.
If not solved, this crisis may evolve to yet another series of ethnic riots. It is beyond doubt that the present reservation system requires serious amendments. If no such move is initiated by the government, India would descend to the dark ages of ignorance, communalism and violence.
When we see the numbers that is in India there are 30.8% general category people, 41% obc ,19.7% SC and 8.5% ST.....now if we Think about this about 31%( as per 2011 sencers) people in India don't have any kind of reservation which is very unjust for the poor and lower middle class in this section..... Also when we think on individual level it's very unfair for a student who studied really hard for something and got good marks but then just because he doesn't have any reservations he is denied what he deserves just because he was born in an particular cast. Does cast or religion affect someone's ability to learn........We all agree that still there is discrimination no the basis of cast but don't we also have discrimination on the basis of class???
I am just saying that Reservations are important....They are very important but now there is a need of some charge in them..... when they were introduced they were absolutely fate and just but now it has become unfair for many people.... The current system does not do any justice to poor or lower middle class who belong to general category and this widens the gap between the rich and the poor for them..... The main aim of the reservation was to uplift the lower sections but does the lower sections only consists of people of lower castes and not the poor?
The amendments should include, uplifting the lower cast people 'SOCIALLY' and the uppar cast people 'ECONOMICALLY' who need economical support......
My opinion is, There should be reservations on the basis of CAST and CLASS......
