Both has to do with knowledge,(the knowing), on a subject matter or accurately sharing ones opinion or judgement.

Both as said are knowledge based, but one is influenced by divinity to enable accurate knowledge this is discernment.

On the other hand perception is influenced by the human mind, giving less accuracy on judgement or knowledge.

Perception will always be available as long as a man thinks on a subject.

You don't need a special process to get a man perception, even a fool has his own perception being a fool.

Discernment on the other hand is a process of getting God's kingdom view.

The normal mind can't discern, but the spirit of man acts as the medium in which discernment in a man is spurred.

The spirit is an intermediary between divinity and humanity, it picks signals from the kingdom.

How is this possible, you ask ? by prayer and fasting it sharpens your spirit man to receive where God is directing per time.

Now the question is how sharp is your spirit man to receive signals?

Here is what you need to do to sharpen your discernment.

1. Accept Jesus, believe in Jesus.
2. Live a life of prayer.
3. Live a life of fasting.
4. Study the word and walk in righteousness.
5. Walk in the spirit.
