Criminals can act as being legal
Governments also, can still be lethal.
Both are a threat, for the one who owns
Neither good they are, to be a friends or foes.
The first, breaks rules and regulations.
Second plays worthily, with the constitution.
The first cares only, just for his own benefits
Second resembles people, but encashes it’s profits.
The first doesn’t bother, to norms of nation
Second at times, does the same with justification.
The first has courts, for its jurisdiction
Who justifies the second, with authority of a nation?
