The struggle for the occupation
of tunisia did not depend on the spot activities of the three powers but on the general development of the European scene.
Chancellor prime minister OTOVON BISMARCK of Germany had invited European powers to the Congress Of Berlin in 1878 to discuss the problems which arose from the hall of Turkish empires. He planned to encourage the French to occupy Turkish African territories as a compensation for the loss of ALASE LORRAINE. These were French territories occupied by Germany in 1870 after she defeated france. since then France had been itching for revenge. BISMARCK therefore supported the French occupation of tunisia as a way of diverting her attention from Alsace Lorraine. Britain also gave France a free hand in tunisia in return for the French recognition of British occupation of the lsland of Cyprus in the Mediterranean Sea. But the Italians posed a serious problem for the French in her bid to occupy tunisia. The Italians were as desirous as the French in struggle for the occuation of tunisia. They even felt that they had a better claim than France. This was because the romans once established an empire in north Africa including the area now occupied by tunisia. The Italians therefore revived the desire for the Roman Africa empire in order to satisfy their quest for the occupation of tunisia. Already the number of Italian settlers in tunisia had increased over the years. To worsen the situation for the French, the tunisian beys learned on Italian support in order to counter the activities of the French who had threatened their independence. we shall remember France was confronted with similar problem in morroco through German presence. Italy had secured a foothold in tunisia whilst France was recovering from the German defeat of 1870. Italians won a lot of contract in tunisia.
There was no diplomatic channel through which this struggle for occupation of tunisia between the two countries could be settled. There were no territories to be exchanged as was the case between France and Britain.
