Because of the serious crimes like robbery, human-trafficking, molestation and others that occur in this city anytime. The Government was quite greedy and Evil who didn't care about the problems that happen in this city. Instead, He let them suffer.The regime bribed the police to not let them intervene in this case. Hence, The city was quite violent in night-time. No one left their home during the interval of night. Even the Citizens aren't safe in their homes.
