When Krishna appears in Vrndavana in the material creation, then that form of Krishna is His Vishnu tattva expansion playing the part AS Krishna.
However, the Balarama in Vrndavana in the Spiritual World is already a Vishnu tattva expansion of Krishna, so when that Balarama appears in the facsimile Vrindavana in the material creation, He expands Himself as the exact same Balarama and appears in the material creation while simultaneously remaining in the Vrindavana in the Spiritual world with Krishna.
