If we go on defining the whole universe,it will be divided into two types.One is purush and another is prakriti.Our consciousness is Purusha,who is the knower of all.And who keep this consciousness in motion,is calling prakriti.
SHIVA,The primordial consciousness who has no origin .He is the supreme consciousness pervades the whole cosmos.And prakriti is the form of divine mother.

He is the Adiyogi and the Bairagi too.He is the sustainer and the destroyer also.He is the time and within Him,the whole space exists.He is master of Whole Panchabhutas,which are the basic elements of whole cosmos.
Shiva can't perform any physical act....means he can't cause motion on his own . So He needs shakti.
The force which governs, which causes motion in these panchbhutas is prakriti or divine mother.#shakti.Shiva and Shakti are the inseperable duality/illusion,as we consider them as the matter and energy.
We consider shiva and Shakti as different but they are indifferent to each other.Shiva represents the masculine power and the shakti is feminine itself.If one is Ida ,then another is Pingala.Both together maintain the life force.They manifest themselves in every forms, that are seen/unseen in this whole cosmos.And we are just a part of their cosmic play.
