We consider policies as the best tool to development.But I tell you,when minds are prepared it can be done even without the policies put into implementation,and development is seen.let teach the mind to accept the positive instinct to growth so as to realize development.
First World Countries,before they are considered being developed,they actualizes positive instinct to growth first, and overtime change becomes a constant model towards the mind to realize development.
