My favorite ways to read for speed and fluency, in no particular order

Read in phrases of around 2 to 4 words. This is more fluent than one word. When reading online, Accelareader and Phrasereader help make it easier

Peripheral vision, cutting off one or two words from the margins

Smooth pursuit, use a finger or pen to keep a steady pace and to avoid regressing, going back. Move it slower or faster. This one is great when paired with the audiobook or text to speech. Some variations of smooth pursuit include boxing, or bouncing your pen from line to line, S shapes, sweeping down the page and more.

Highlighting strips. These have a transparent colored window in the middle and gray strips on the top and bottom. It helps keep your eyes focused on one line at a time and covers up all the other words that may distract you
