A Congress person should always vote in a reasoned and mathotical manner almost never should the congress person vote for or against a bill based on emotional considerations.

Never throw support onto a piece of legislation because you are afraid to vote against popular opinion and majority opinions
or the nation shall be susceptible
to the tyranny of the majority
the majority is often in the wrong,
àlmost always lacking all of the necessary information that Congress is entitled to
remember that the the majority isn't always right.
at one time the vast majority of Americans supported slavery
and change only happened because of the strong wills of the freedom supporting minorty opinion
if one sacrifices the right thing to stay in his job...
